ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਅਤੇ ਉੜੀਸਾ ਵਿਚ ਵੀ ਆਨੰਦ ਮੈਰਿਜ ਐਕਟ ਹੋਇਆ ਲਾਗੂ

ਨਵੀਂ ਦਿੱਲੀ, 19 ਸਤੰਬਰ : ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਤੇ ਉੜੀਸਾ ਦੇਸ਼ ਦੇ ਕ੍ਰਮਵਾਰ ਪੰਜਵੇਂ ਤੇ ਛੇਵੇਂ ਰਾਜ ਬਣ ਗਏ ਹਨ ਜਿਥੇ ਆਨੰਦ ਮੈਰਿਜ ਐਕਟਲਾਗੂ ਹੋ ਗਿਆ ਹੈ ਇਹ ਪ੍ਰਗਟਾਵਾ ਦਿੱਲੀਸਿੱਖ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ (ਡੀ ਐਸ ਜੀ ਐਮ ਸੀਦੇ ਜਨਰਲ ਸਕੱਤਰ ਸ੍ਰ ਮਨਜਿੰਦਰ ਸਿੰਘ ਸਿਰਸਾ ਨੇ ਕੀਤਾ ਹੈ

ਇਥੇ ਜਾਰੀ ਕੀਤੇ ਇਕ ਬਿਆਨ ਵਿਚ ਸ੍ਰ ਸਿਰਸਾ ਨੇ ਦੱਸਿਆ ਕਿ ਉਹਨਾਂ ਨੂੰ ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਸਰਕਾਰ ਤੇ ਉੜੀਸਾ ਸਰਕਾਰ ਨੇ ਸੂਚਿਤ ਕੀਤਾ ਹੈ ਕਿ ਉਹਨਾਂ ਦੇ ਰਾਜਾਂ ਵਿਚ ਆਨੰਦਮੈਰਿਜ ਐਕਟ ਲਾਗੂ ਹੋ ਗਿਆ ਹੈ ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਉਹ ਇਹ ਐਕਟ ਦੇਸ਼ ਦੇ ਸਾਰੇ ਰਾਜਾਂ ਵਿਚ ਲਾਗੂ ਕਰਵਾਉਣ ਲਈ ਯਤਨਸ਼ੀਲ ਹਨ ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਉਹ ਇਹਨਾਂ ਰਾਜਾਂ ਦੀਆਂਸਰਕਾਰਾਂ ਦੇ ਸੰਪਰਕ ਵਿਚ ਸਨ ਤੇ ਹੁਣ ਉਹਨਾਂ ਨੂੰ ਦੱਸਿਆ ਗਿਆ ਹੈ ਕਿ ਇਹਨਾਂ ਰਾਜਾਂ ਵਿਚ ਐਕਟ ਲਾਗੂ ਹੋ ਗਿਆ ਹੈ

ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਇਹ ਐਕਟ ਪੰਜਾਬ , ਹਰਿਆਣਾਝਾਰਖੰਡ ਤੇ ਮੇਘਾਲਿਆ ਵਿਚ ਲਾਗੂ ਹੋ ਚੁੱਕ ਹੈ ਜਦਕਿ ਦਿੱਲੀਬਿਹਾਰਯੂਪੀਉੱਤਰਾਖੰਡ ਤੇ ਆਸਾਮ ਵਿਚ ਇਸਨੂੰ ਲਾਗੂ ਕਰਨ ਦੀਪ੍ਰਕਿਰਿਆ ਚਲ ਰਹੀ ਹੈ

ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਇਹਨਾਂ ਰਾਜਾਂ ਵਿਚ ਇਹ ਐਕਟ ਲਾਗੂ ਹੋਣ ਸਦਕਾ ਹੁਣ ਇਹਨਾਂ ਰਾਜਾਂ ਵਿਚ ਰਹਿੰਦੇ ਸਿੱਖ ਭਾਈਚਾਰੇ ਦੇ ਮੈਂਬਰ ਆਪਣੇ ਵਿਆਹਾਂ ਦੀ ਰਜਿਸਟਰੇਸ਼ਨ ਇਸ ਐਕਟਤਹਿਤ ਕਰਵਾ ਸਕਣਗੇ ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਇਹ ਐਕਟ ਉਹਨਾਂ ਸਿੱਖਾਂ ਲਈ ਜ਼ਿਆਦਾ ਲਾਹੇਵੰਦ ਸਾਬਤ ੋਵੇਗਾ ਜੋ ਵਿਦੇਸ਼ ਜਾਂਦੇ ਹਨ ਕਿਉਂਕਿ ਇਹਨਾਂ ਨੂੰ ਇਸ ਐਕਟ ਤਹਿਤ ਵਿਆਹਰਜਿਸਟਰਡ ਨਾ ਹੋਣ ਕਾਰਨ ਮੁਸ਼ਕਿਲਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪੈਂਦਾ ਸੀ

ਸ੍ਰ ਸਿਰਸਾ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਪ੍ਰਧਾਨ ਸ੍ਰ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਦੀ ਇੱਛਾ ਸੀ ਕਿ ਐਕਟ ਜਲਦੀ ਤੋਂ ਜਲਦੀ ਭਾਰਤ ਦੇ ਸਾਰੇ ਰਾਜਾਂ ਵਿਚ ਲਾਗੂ ਹੋ ਜਾਵੇ ਅਤੇਉਹਨਾਂ ਦੀ ਇੱਛਾ ਹੁਣ ਪੂਰੀ ਮੁਹਿੰਮ ਵਿਚ ਬਦਲ ਗਈ ਹੈ ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਉਹਨਾਂ ਨੂੰ ਆਸ ਹੈ ਕਿ ਇਹ ਐਕਟ ਜਲਦ ਹੀ  ਸਾਰੇ ਰਾਜਾਂ ਵਿਚ ਲਾਗੂ ਹੋ ਜਾਵੇਗਾ।   PR

ANAND MARRIAGE ACT IMPLEMENTED IN HIMACHAL PRADESH AND ORISSA

New Delhi, September 19 :  States of Himachal Pradesh and Orissa have become fifth and sixth state respectively to implement the Anand Marriage Act. This was disclosed by the Delhi Sikh Gurdwara Management Committee (DSGMC) General Secretary S. Manjinder Singh Sirsa today.

        In a statement issued here, S. Sirsa disclosed that he had been informed by the Himachal Pradesh Government and Orissa government that they have implemented the Anand Marriage act in their states. He said that he has been pursuing the matter of implementation of this act in all states of the country. He said that as he was in touch with these government they have informed now that they have implemented the act in their states.

        Earlier this act was implemented in Punjab, Haryana, Jharkhand and Meghalaya. Delhi, Bihar, UP, Uttrakhand and Assam were also completing
 the process to implement the act.

        He said that with the implementation of the act in these states, now sikhs residing in these states can get their marriages registered
 under the act. He said that this will be helpful to especially to those sikhs who travel abroad as they had to earlier face lot a problems because of non registration of their marriages under the act.

        S. Sirsa said that it was wish of the Shiromani Akali Dal President Mr. Sukhbir Singh Badal to implement this act in all the states and
 this wish has been converted into full fledged campaign. He said that the was hopeful that soon this will be implemented in all the states.   PR

SIRSA DEMANDS BHARAT RATNA FOR MARSHAL OF INDIAN AIR FORCE ARJUN SINGH

New Delhi, September 17 : The Delhi  Assembly MLA and General Secretary of Delhi Sikh Gurdwara Management  Committee (DSGMC) S. Manjinder Singh Sirsa today urged President and Prime Minister to give Bharat Ratna award, highest civilian award of Republic of India for Marshal of Indian Air Force Arjun Singh.
       In separate letters written to President Mr. Ram Nath Kovind and Prime Minister Mr. Narinder Modi, S. Sirsa said that there is no parallel of achievements of Air Chief Marshal Arjun Singh who was India's only five star General.  He said that though the nation has awarded him Padam Vibhushan, but it was right time to bestow him with Bharat Ratan posthumously. He said that though it was needed when he was alive but now awarding him with the highest civilian award will be a true tribute to his contribution for the nation.  PR

ISSUE OF PRESERVATION OF GURDWARA SAHIBAN PRESIDENT RAM NATH KOVIND DIRECTS SIKKIM GOVERNMENT TO TAKE ACTION

New Delhi, September 17 : The President of India Mr. Ram Nath Kovind has directed Sikkim  Government to take action for preservation of Gurdwara Sahiban  in the state. Recently Delhi MLA and Delhi Sikh Gurdwara Management  Committee (DSGMC) General Secretary S. Manjinder Singh Sirsa had met him on the matter and urged him for directing state government to  save the Gurdwara Sahiban.
       In a communiqué sent to S. Sirsa,   Mr. J.G. Subramanian Deputy Secretary of the President Mr. Ram Nath Kovind told him that the Chief Secretary of Government of Sikkim has been asked for appropriate attention in the matter. Thanking President Mr. Kovind, S. Sirsa said that he was thankful to the President for taking quick action in the matter as this was a very sensitive issue concerning the Sikh community. He said that it was a matter of faith, sentiment and emotions of the members of sikh community as the Gurdwara Sahiban were historic and directly associated with the first Sikh Guru Nanak Dev ji. He said that country was witnessing a new era of quick decision and President has taken a new initiative in this direction.
              It is worth mentioning here that S. Sirsa had met President a week ago and had urged him to save Gurdwaras situated in Sikkim which are in danger of facing extinction due to action of the local authorities. He had brought to his notice that the existence of Gurdwara Gurudongmar Sahib & Gurdwara Chungthang Sahib in Sikkim are in a great danger as the office of Sub Divisional Magistrate, Chungthang, North District Sikkim had issued a letter on 01-09-2017 regarding the verification of claims made regarding encroachment and illegal construction by Chungthang Gurdwara. He had also told him that earlier Gurdwara Gurudongmar Sahib was in target where Saroop of Sri Guru Granth Sahib Ji and other religious scared books were forcefully evacuated by administration Sikkim Government and local people of Sarv Dharma Sthal in which Hon'ble Supreme Court of India has granted status of quo in demolition of the said Gurdwara. This unpleasant incidents hurt the sentiments of the Sikh community worldwide as these both are historical Gurdwaras and witnessed to the visit of First Sikh Guru Sri Guru Nanak Dev Ji in the 15th century while returning from Tibet.  
S. Sirsa had also briefed history of the visit of Guru Nanak Dev ji in Sikkim where Sri Guru Nanak Dev Ji was requested by the Local people of Gurudongmar lake, to help them to make the frozen lake, a source of drinking water during the winter period. On the request of the local people, Sri Guru Nanak Dev Ji touched a part of the lake with a stick (Daang) making the lake free of snow throughout the year. A Gurdwara was constructed in the eighties to commemorate Sri Guru Nanak Dev Ji's visit to the people. Later on, in the year 1997-98, an Indian Army regiment of Sikhs located at Indo-China Border after learning that the place has been visited by Sri Guru Nanak Dev Ji, they further developed the Gurdwara Sahib at the site and since then, the affairs of the said Gurdwara Sahib were being managed by the devotees of Guru Sahiban.  PR

ਦਿੱਲੀ ਸਿੱਖ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਦੇ ਜਨਰਲ ਸਕੱਤਰ ਸ੍ਰ ਮਨਜਿੰਦਰ ਸਿੰਘ ਸਿਰਸਾ ਨੇ ਦੱਸਿਆ ਕਿ ਕਰਨਾਟਕਾ ਸਰਕਾਰ ਨੇ28.8.2017 ਨੂੰ ਇਕ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕੀਤਾ ਸੀ ਜਿਸ ਰਾਹੀਂ ਉਸਨੇ ਬੰਗਲੌਰ ਸ਼ਹਿਰ ਵਿਚ ਹਥਿਆਰ ਨਿਯਮ 2016 ਦੀ ਧਾਰਾ ਤਹਿਤਹਥਿਆਰਾਂ 'ਤੇ ਪਾਬੰਦੀ ਲਗਾ ਦਿੱਤੀ ਸੀ ਇਸ ਨੋਟੀਫਿਕੇਸ਼ਨ ਦੀ ਬਦੌਲਤ ਇਹ ਪ੍ਰਭਾਵ ਗਿਆ ਸੀ ਕਿ ਸਿੱਖ ਭਾਈਚਾਰੇ ਲਈ ਕ੍ਰਿਪਾਨ ਪਹਿਨਣ'ਤੇ ਪਾਬੰਦੀ ਲਗਾ ਦਿੱਤੀ ਗਈ ਹੈ

ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਹੁਣ ਕਰਨਾਟਕਾ ਦੇ ਗ੍ਰਹਿ ਵਿਭਾਗ ਦੇ ਡਿਪਟੀ ਸਕੱਤਰ ਕੇ ਚਿਰੰਜੀਵੀ ਵੱਲੋਂ 14 ਸਤੰਬਰ ਨੂੰ ਸਪਸ਼ਟੀਕਰਨ ਜਾਰੀ ਕੀਤਾ ਗਿਆਕਿ ਇਹ ਖਦਸ਼ਾ ਪ੍ਰਗਟਾਇਆ ਜਾ ਰਿਹਾ ਸੀ ਕਿ ਕਰਨਾਟਕਾ ਵਿਚ ਸਿੱਖਾਂ ਦੇ ਕ੍ਰਿਪਾਨ ਪਹਿਨਣ 'ਤੇ ਪਾਬੰਦੀ ਲਗਾਈ ਗਈ  ਹੈਜੋ ਕਿ ਗਲਤ ਹੈਪੱਤਰ ਵਿਚ ਸਪਸ਼ਟ ਕੀਤਾ ਗਿਆ ਕਿ ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ ਕੀਤੇ ਗਏ ਨੋਟੀਫਿਕੇਸ਼ਨ ਵਿਚ ਸਿਰਫ ਤੇਜ਼ ਧਾਰ ਹਥਿਆਰ ਤੇ ਮਾਰੂ ਹਥਿਆਰਜਿਹਨਾਂ ਦੇ ਬਲੇਡ 9 ਇੰਚ ਤੋਂ ਲੰਬੇ ਨਾ ਹੋਣ ਤੇ 2 ਇੰਚ ਤੋਂ ਜ਼ਿਆਦਾ ਚੌੜੇ ਨਾ ਹੋਣ 'ਤੇ ਪਾਬੰਦੀ ਲਗਾਈ ਗਈ ਹੈ ਤੇ ਇਸ ਵਿਚ ਘਰੇਲੂ,ਖੇਤੀਬਾੜੀਵਿਗਿਆਨੀ ਤੇ ਉਦਯੋਗਿਕ ਵਰਤੋਂ ਵਿਚ ਆਉਦ ਵਾਲੇ ਹਥਿਆਰ ਤੇ ਜੀਵਨ ਰੱਖਿਅਕ ਹਥਿਆਰ ਤੇ ਮਸ਼ੀਨੀ ਜੋ ਹਥਿਆਰ ਬਣਾਉਣਲਈ ਵਰਤੀ ਜਾਂਦੀ ਹੋਵੇ ਉਪਰ ਕੋਈ ਪਾਬੰਦੀ ਨਹੀਂ ਲਗਾਈ ਗਈ ਇਹ ਵੀ ਸਪਸ਼ਟ ਕੀਤਾ ਗਿਆ  ਕਿ ਕ੍ਰਿਪਾਨ ਜੋ ਕਿ 9 ਇੰਚ ਤੋਂ ਲੰਬੀ ਨਹੀਂ ਤੇਇੰਚ ਤੋਂ ਜ਼ਿਆਦਾ ਚੌੜੀ ਨਹੀਂ ਉਪਰ ਹਥਿਆਰ ਨਿਯਮ 2016 ਦੇ ਤਹਿਤ ਕੋਈ ਪਾਬੰਦੀ ਨਹੀਂ ਲਗਾਈ ਗਈ

ਸ੍ਰੀ ਸਿਰਸਾ ਨੇ ਹਿਕਾ ਕਿ ਉਹ ਕਰਨਾਟਕਾ ਸਰਕਾਰ ਦੇ ਧੰਨਵਾਦੀ ਹਨ ਜਿਸਨੇ ਨੋਟੀਫਿਕੇਸ਼ਨ ਲਈ ਸਪਸ਼ਟੀਕਰਨ ਜਾਰੀ ਕੀਤਾ ਹੈ ਕਿਉਂਕਿਇਸਦੀ ਬਦੌਲਤ ਸਿੱਖ ਭਾਈਚਾਰੇ ਵਿਚ ਵਿਆਪਕ ਰੋਸ ਦੀ ਲਹਿਰ ਫੈਲ ਗਈ ਸੀ ਉਹਨਾਂ ਿਕਹਾ ਕਿ ਬੰਗਲੌਰ ਹਵਾਈ ਅੱਡੇ 'ਤੇ ਸਿੱਖ ਮੁਸਾਫਰਜੋ ਕਿ ਅੰਮ੍ਰਿਤਧਾਰੀ ਸਨਨੂੰ ਜਹਾਜ਼ ਵਿਚ ਸਵਾਰ ਹੋਣ ਤੋਂ ਰੋਕਣ ਦੀ ਘਟਨਾ ਨੇ ਵੀ ਮਾਮਲੇ ਨੂੰ ਹੋਰ ਉਲਝਾਇਆ ਸੀ 

ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਹੁਣਜਦੋਂ ਸਰਕਾਰ ਨੇ ਸਪਸ਼ਟੀਕਰਨ ਦੇ ਦਿੱਤਾ ਹੈ ਤੇ ਉਹ ਆਸ ਕਰਦੇ ਹਨ ਕਿ ਅਜਿਹੀਆਂ ਘਟਨਾਵਾਂ ਭਵਿੱਖ ਵਿਚ ਨਹੀਂ ਹੋਣਗੀਆਂ
ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਹਮਾਇਤ ਲਈ ਸਿੱਖ ਭਾਈਚਾਰੇ ਦੇ ਮੈਂਬਰਾਂ ਤੇ ਮੀਡੀਆ ਦਾ ਵੀ ਧੰਨਵਾਦ ਕੀਤਾ।   PR

KARNATAKA GOVERNMENT WITHDRAWS BAN ON KIRPAN FOR SIKH COMMUNITY

THANKFUL TO KARNATAKA GOVERNMENT FOR CLARIFYING ORDER : MANJINDER SINGH SIRSA
       New Delhi, September 15 : After the strong protest lodged by the sikh organizations including Delhi Sikh Gurdwara Management Committee (DSGMC) and Shiromani Gurdwara Prabhandhak Committee (SGPC), the Karnataka government has clarified that it has not imposed a ban for sikh community to wear their religious symbol Kirpan.
       The DSGMC General Secretary S. Manjinder Singh Sirsa disclosed that the  Karnataka government had issued  a notification no HD 35 KAA 2017 Dated 28.8.2017  imposing a ban on arms specified in category V of schedule I of the Arms rules 2016 in Bengaluru city.  He said that under the said notification an impression was created that Sikhs have been barred from wearing Kirpan which was their religious symbol.
       He said that now in a clarification letter issued by  Mr. K. Chiranjivi Deputy Secretary Home Department (Law and order) dated 14.9.2017, it has been stated that apprehension expressed that a blanket ban has been imposed on the carrying of the Kirpan in Karnataka  as a symbol  as the religious faith of Sikhs is not correct. In the letter the government has clarified that the said notification issued on 28.8.2017 only bans carrying of sharp edged  and deadly weapons with blades longer than 9" or wider than 2" excluding those designed for domestic, agricultural, scientific or industrial purposes including  weapons called life preservers and machinery for making arms etc. It has been also stated that Kirpan which is not longer than 9" or wider than 2" is not covered under the ban as per Arms rules, 2016.
       Mr. Sirsa said that he was thankful to Government of Karnataka for issuing clarification as his notification has caused a huge resentment among the members of the sikh community. He said that incident of stopping sikh passengers from boarding a flight at the Bengaluru airport had further complicated the matter. He said that now when the government has issued clarification he was hopeful that the same incidents may not occur in future.
       He also thanked all the members of the community as well as media  for expressing their support for this big cause.   PR
